Rochester Mayor Ends Campaign Rochester Mayor Tom Richards, who was soundly defeated in the Democratic primary by City Council President Lovely Warren, said this week that he will not continue to campaign for the office, even though he remains on the ballot as the candidate of the Independence and Working Families parties.
