Gov. Cuomo and the state’s Democratic members of Congress are trying to counter the recent efforts by some Republican members for force New York State to pay the full portion of Medicaid costs currently covered by counties. The Democratic proposal, called the Empire State Equity Act, would provide New York with an additional $2.3 billion in Medicaid funds, a 4% increase.

The Governor announced his support for the proposal, which he said would enable the state to eliminate the local share of Medicaid for any county that agrees to lower local property taxes by an equal amount. While we typically support anything that would relieve New York’s crushing taxpayer burden, it appears extremely unlikely that the Democratic proposal will become law.
