Last Friday, Gov. Cuomo announced the launch of the “Strong Families, Strong New York” campaign to push for passage of the Governor’s paid family leave proposal in New York State.

As part of his Executive Budget, the Governor has proposed a 12 week paid family leave policy. The Governor’s proposal would offer 12 weeks of employee-funded leave to be used for caring for a new child or a sick relative. It would also guarantee employees the right to return to their current job upon their return.

We have some concerns about this proposal. While the program’s costs would be borne by employees, it would require the state’s employers to comply with yet another state-imposed mandate.  We are especially concerned about the impact this new mandate would have on small businesses, many of which do not have the ability to accommodate employee leave needs as easily as larger employers.
