Last week, State Comptroller Tom DiNapoli issued a report on sale tax collections which found that annual local sales tax collections declined last year in 30 of the 57 counties outside of New York City.  The report also found that nearly all of the 2015 growth in local sales taxes took place in New York City.

DiNapoli’s report found outside of New York City, growth in local sales tax collections was just 0.7%. In contrast, in 2014 the local growth rate was 1.6% and collections increased in 52 of the 57 counties outside of New York City.

This is an indication that the Upstate economy continues to face significant challenges.  We are not going to turn it around by doing the same things we have been doing for decades.  And we certainly shouldn’t be imposing
