On Tuesday, both houses of the Legislature released lists of projects that will be funded under the “State and Municipal Facilities Program” (SAM). Requests for funding through the SAM program come from the Governor or legislative leaders, and must be approved by the Division of Budget and Dormitory Authority, which administers grants.  Grants can only be directed to municipal entities.

A few years ago, there was a great deal of controversy in Albany about what were commonly called “Member items,” which some derisively called “pork.” While the latest batch of spending seems to be somewhat different – there is no funding for lawmaker’s pet projects or favorite organizations, just for local government projects – we’ll be keeping an eye on the program.
