Last week, state economic development officials hosted a conference in Buffalo for the Upstate Revitalization Initiative. Under the program, which was created as part of the state’s 2015-16 budget, seven Upstate regions will compete for $1.5 billion. Three Upstate regions with the best plans will each be awarded $100 million per year for five years “to transform their local economies.”
