Last week, the New York City-based Citizens Budget Commission took its annual look at bills pending in Albany that would bills to enhance benefits for State and local public employees, and found that they would cost of over $140 million to state taxpayers.

In the past, bills of this nature have often been approved in the dark of night, with little or no public scrutiny.  Even worse, they are often approved without a clear understanding of what they will cost taxpayers in the future.
