Last week, Gov. Cuomo announced the ‘Build NY’ initiative, and also welcomed the “Left Coast Lifter” – one of the world’s largest floating cranes, which the state has dubbed the “I Lift NY crane” — to the New NY Bridge site on the Hudson River.
The Build NY initiative would expand the use of the “design-build” model, under which the design and construction of large construction projects are included in a single bid and contract, reducing procurement time and cost by encouraging innovation and efficiency. Design‐build is an integrated approach in which design and construction services are delivered under one contract with a single point of responsibility. The design-build process can achieve best value while meeting schedule, cost and quality goals. Gov. Cuomo said that he will propose granting state agencies the authority to use design-build next year. Unshackle Upstate has long supported expanding the use of design-build in New York, and we look forward to working on this issue in 2015.
Gov. Cuomo also said that he will also propose the creation of an “Infrastructure Bank” to provide funding for infrastructure projects in serious need of repair or upgrade. He will propose seeding this bank with bank settlement monies, or other one-time cash infusions.
