Unshackle Upstate has long supported the use of “design-build,” an innovative, cost-saving process in which designers and construction firms to team up when bidding on government projects. In the case of the new Tappan Zee Bridge, Thruway Authority Chairman Howard Milstein says it could save up to $2 billion.
Using traditional construction models, where each part of the project will be bid out separately, the bridge cost was expected to be $5.4 billion. Using design-build, Chairman Milstein says the project could now cost $3.4 billion.
Design-build is set to expire as a project delivery method for infrastructure projects in New York at the end of the year. Unshackle Upstate continues to work furiously to extend and expand the application of this vital program.
