Unshackle Upstate is part of a coalition of business groups that spoke out last week against changes that Gov. Cuomo made the 30-day amendments to his in his 2014-15 Executive Budget proposal regarding design-build.

 

The Governor’s original budget proposal would have made the design-build law, which is set to expire later this year, permanent. It would have also allowed local governments to use design-build for larger projects.

 

The 30-day amendments replaced that language with a three year extender and the elimination of local government authority to use design-build.  And worst of all, the new language would require project-labor agreements (PLAs) to be used on all design-build projects that cost more than $10 million.

 

This is obviously not acceptable to anyone who cares about limiting construction costs.  We’re going to be working with our allies on this to restore the original language that the Governor put forward.
