Last week, Gov. Cuomo announced the launch of a new campaign to freeze property taxes, featuring a web site, video and e-mail effort to build support for the plan in the Legislature.

The campaign, dubbed “No Excuses,” pushes Gov. Cuomo’s budget plan to impose a two-year freeze on property taxes if local governments stay within the property-tax cap and, in year two, commit to consolidating services. The campaign tag line is “We capped them, now let’s cut them.”

Our two cents:  if Albany took real steps to eliminated unfunded mandates, then we wouldn’t need to talk about tax freezes or circuit breakers.  The reality is that until we get core cost drivers of local spending off the books, all of these approaches are nothing more than shenanigans meant to distract voters.
