At last Monday’s joint legislative budget hearing on taxes, legislators expressed concern about the complexity of Gov. Cuomo property tax relief plan.  Under the Governor’s plan, homeowners would receive rebate checks, but they would only receive checks in the second and third years of the program if their local governments took steps to consolidate or streamline services.


Also on Monday, lawmakers heard testimony about the state’s economic development programs.  Some questioned the state’s large tax credits — $420 million in 2013-14 – that support the film industry.  Gov. Cuomo is proposing a similar level of tax credits for the state’s 2014-15 fiscal year.


Tuesday’s Workforce Development hearing, witnesses addressed discussed proper public workforce manning, including sufficient number of employees and a succession plan for the aging workforce, wage theft and misclassification of employees, and public employees verses contracting for public work.
