The state Public Service Commission recently awarded $210 million in “seed money” for the establishment of the state’s Green Bank.  The Green Bank will be operated by the New York State Energy Research and Development Authority (NYSERDA), and will provide financing for renewable energy projects in the state.

So…now that the state has funding streams in place to support renewable energy projects, shouldn’t the state eliminate the surcharge that it requires utility customers pay on their bills each month?
