Bernard Tolbert, the former Buffalo FBI chief, officially announced his candidacy for Buffalo mayor on Saturday; he will challenge two-term incumbent Byron Brown in the Democratic primary. He is viewed as having an uphill battle, as Brown has over $1 million in his campaign account and an experienced political organization behind him.  Tolbert has said that he will raise enough money to make the race a serious one.

With Democrats having an overwhelming enrollment advantage, winning the September primary is tantamount to winning the general election.
