Last Tuesday, Gov. Cuomo released his 2013-14 Executive Budget proposal.  The Governor is proposing a $136.4 billion spending plan, a 1.9% increase over the current fiscal year.  We are very pleased that the Governor has continued to follow through on his commitment to fiscal responsibility, even as the state faces a $1.3 billion state deficit.

Unshackle Upstate continues to review the Governor’s budget proposal, and we plan to express our views on some of its specific aspects at the legislative hearings on the budget.

The Legislature begins its Joint Legislative budget hearings on the Governor’s proposal later today.  The first budget hearing relates to funding for local governments, and we expect the Mayors of New York City, Buffalo, Rochester, Yonkers and Syracuse to testify.

The Governor’s 21 day amendments to the Executive Budget proposal are due by February 12, and his 30 day amendments are due by February 21.  New York State’s 2013-14 fiscal year begins on April 1.
