On Monday, the state announced that a Project Labor Agreement (PLA) has been reached between the State Thruway Authority and 14 labor organizations on the Tappan Zee Bridge replacement project. According to the press release, the agreement will save taxpayers some $452 million over the life of the project.
It is very clear where we stand on the subject of PLA’s. They only add to the cost of construction projects and eliminate a significant portion of merit shop contractors from competing for the work.
