Unshackle Upstate is part of a coalition that is urging Senate Majority Leader Dean Skelos and Assembly Speaker Sheldon Silver to not approve a measure to establish minimum payments for doctors who do not participate in a network health plan.

While the bill (S.5068-A/A.7489-B) provides for enhanced transparency for patients by requiring standardized disclosure of health insurance companies’ out-of-network payment policies (which is fine), the bill will also increase health care premiums.  The bill would set a high minimum payment for all doctors who do not participate in health plan networks and still leave patients responsible for any and all charges above what is covered by insurance.
